摘　　要： 中国改革开放以前实行的高度集权的计划经济体制本身就是经济与政治体制高度统合的,这从一开始就决定了中国的经济体制改革与政治体制改革本质上是二位一体的。党的十五大也预示着中国政治体制改革的战略推进将要进入一个新的历史发展阶段。 Before the adoption of reform and openness, China had been practicing a highly - concentrated planned economy in which the system of economics was simply indistinguishable from that of politics. Such being the case, any reform in China should be at once economic and pohtical. the 15th CPC Congress signals a new round of political reform.
