摘　　要： 2004年7月国务院颁布了《关于投资体制改革的决定》,提出对非经营性政府投资项目要推行代建制。目前全国各地积极试点,积累经验的同时也碰到不少障碍。建立一套完整、详尽的代建制实施流程,能为代建项目的规范化实施和全过程监管提供依据。因此,在广泛的文献综述、调查和访谈基础上,运用知识建模法构建了政府投资项目两阶段代建方式的实施流程模型,并详细说明了流程中的关键性环节。 Agent Construction Method (ACM) has been pushed throughout the country, since Decisions for Investment System Reform by the State Department was issued in July, 2004. However, the regulations for implementation of ACM is defective, standard process has been not established, and responsibilities allocation of related participants is not appropriate, so many obstacles and confusions exist during implementation of ACM. Based on thorough literature review, wide investigations and interviews, the process model of two-phase ACM is structured, and the key steps in the model are expatiated.
