During the War of Resistance against the Japanese Invaders, the Japanese and their puppet regime set up in the countryside of the occupied areas the Bao Jia system, which is a combination of feudalism and fascism in essence. They adopted various measures to control the heads of the Bao and Jia,trying hard to impose their will and power on every household through these political intermediaries who have the most direct contact with the peasants,in order to build up a stable ruling order in the countryside. The present article, based on interviews, investigations and collecting of archives, renders a case study of the east Hebei Province in this line.
