摘　　要： 中国宏观经济在成功地实现“软着陆”之后，在低通胀情况下，出现了有效需求不足，生产几乎全面过剩，经济增长乏力。如何看待中国宏观经济出现的如此重大变化？文章结合中国改革的具体实践，从理论上深人地探讨了这一变化的根源及其内在机理。指出：普遍的金融宽松政策虽然能对启动总需求有一定好处，但是会对重复建设的调控产生负面影响。 After a successful soft-landing,the macro-economy in China,under the circumstancesof lowinflation, shows a shortage of effective demand, resulting in near-total overproduction and a weak econimic growth. How to tackle so great a change in the macro-economy in China? Taking into consideration the comerete practice of Chinals reform, this essay probes in-depth the root cause of the change and its internal mechanism from a theoretical angle. It is pointed out that generally lay financial policies will exercise a negative influence over the regulation of unnecessary repeat construction though they are good for stimulating general demand.
