摘　　要： 该文指出，澳门法律本地化除司法组织本地化在形式上已完成以外，其它方面均进展缓慢，远不能适应回归的需要。澳府应早日制定双语立法及双语司法进度时刻表，争取在回归前多一些双语审判的实例。律师及学术机构本地化是法律本地化的桥梁，它关系到法律知识在民间的普及，未来的特区政府要打破葡人一统法律界的局面，培养更多懂双语的本地华人律师及本地华人法律学者。 Abstract The localization of law system in Macao includes the localization of institutions,officials,provisions and the official language of law.Little progress has been made except for the localization of law institutions in form,with the cultivation of local law officials lagging far behind the needs of Macaos return to China,and the translation of the five important law books not having been finished yet.The Macao government should draw a timetable for the establishment of the bilingual(Chinese and Portuguese)legislation and law system as early as possible in order to obtain more cases of such bilingual judiciary.The localization of lawyers and academic institutions is the basic factor in the localization of law,and it involves the spreading of the knowledge of law in common folks.For the service of local people,it is necessary for the government to break the Portuguese domination in the whole law circle and cultivate more local Chinese lawyers and scholars of law.
