摘　　要： 提出了已有的6大类共计18个指标的长江干线水上交通安全预警指标体系的不足。在分析水上交通安全风险因素的基础上,结合预警指标体系构建的原则,并通过对海事部门、航运部门及一线船员的调查,提出4大类、10亚类共计36个指标的水上交通安全实时预警指标体系。通过与已有的预警指标体系对比分析显示,构建的实时预警指标体系更系统、全面,数量更大,在数据获取上更科学,在动态性和实时性方面有较大突破,更能有效地实现事前监控、及时预控的预警管理目标。 According to the overview about the existing early-warning index system for water transportation safety in Yangtze River which has six categories total of 18indicators,this paper summarizes its shortage.Based on the analysis of water transportation safety risk factors,and with combination of the principle of establishment of early-warning indicators system,and with investigation of the maritime sector,shipping sector,and front-line crew,this study proposes the real-time early-warning index system which consists of 4broad categories and 10subcategories with a total of 36indicators.Then it analyzes the ways and methods to acquire indicators data.Comparative analysis shows that the built realtime early warning index system in this paper is more systematic and more comprehensive than the existing index system.Specifically,the real-time early-warning index system updates a large number of indices,more scientific in data acquisition and has great breakthroughs in terms of dynamic and real-time.Above all,the real-time early-warning index system can more effectively achieve the objectives of prior monitoring and timely pre-control of the warning management.
