摘　　要： 围绕分布式供能重大命题展开了系统论述,包括:提高能效和保障供应是当前中国能源战略重点;从热电联产到冷热电联供的历史进程;能源生产和供应的集中与分散两种途径的辨析;区域型分布式供能系统是分散发电与集中供冷热蒸汽的结合;中国"十二五"应当重点发展什么样的DES/CCHP;中国DES/CCHP发展之路在哪里;燃煤热电联产能否改造为冷热电联供;可再生能源、核能与分布式供能的关系及走势;当前提高中国能源效率的关键举措.为中国"大力发展分布式能源"进行了系统的理论论证与形势分析,阐述了分布式能源的战略思路、发展途径,可行性技术措施,提供了方向性指导与重要的科学技术支撑. The proposition of distributed energy is discussed thoroughly in this paper,with the following topics: improving energy efficiency and ensuring its supply are key goals of China's energy strategy,developing process from cogenerated heat and power to combined cooling,heating and power generation,differentiation between central and distributed energy generation and supply,distributed energy system of district type is a combination of distributed power generation and central cooling,heating and steam supply,what type of DES/CCHP should be the focus of development during the twelfth five years,the development way of China's DES/CCHP,whether coal fired cogenerated heat and power can be transformed to combined cooling,heating and power supply,relationship among renewable,nuclear and distributed energy and its trend,and current key measures to improve China's energy efficiency,and so on.'Take great efforts to develop distributed energy' is theoretically discussed in detail,and its situation is thoroughly analyzed.Strategic idea,way of development,and feasible technical measures of distributed energy system are elaborated,providing a direction guide and scientific and technical support.
