摘　　要： 一战前后,数十万华工远赴俄国,北洋政府为了保护华工的合法权益以及遣返华工归国采取了一些列措施,在某些方面取得了一定成效。但受制于华工出国途径的复杂性以及中央与地方之间的微妙关系,加上北洋政府不能很好地协调华工与华商之间的利益冲突,并且在自由出洋阶段过于放任的政策带来了无法化解的弊端,导致了最终无法很好地完成其保护与遣返的既定目标。 Before and after the World War I,the Peking Government takes more policies in order to protect and repatriate the Chinese laborers.Although the Peking Government's policy on Chinese laborer won certain success,many factors determined that they couldn't reach to their fixed target,such as the mobility of Chinese laborers,the complexity of the way of going abroad,the intricate relationship between central and local,the Peking Government couldn't coordinate the conflict of interest between Chinese laborers and labor contractor,and lead to be unable to protect and repatriate the aim.
