摘　　要： "高薪养廉"不能离开外在条件去讨论可行还是不可行,"高薪养廉"要营造一个良好的外部环境,就必须构建有利于"高薪养廉"的环境保障系统,只有组成这个环境保护系统的所有条件,在一个国度、一个社会中同时存在,高薪养廉才是切实可行的。 When we discuss the feasibility of 'encouraging honesty with high salary', we can't just discuss it without considering its external conditions. To create a good external environment for the practice of 'encouraging honesty with high salary', we must construct a guaranteeing system helpful to the environment of 'encouraging honesty with high salary'. It is possible to conduct the practice of 'encouraging honesty with high salary' provided that all the conditions composing this system exist simultaneously in a certain country and a certain society.
