摘　　要： 独立后黑非洲国家选择国有化作为总的发展推进力量是一个历史性的战略失误 ,它造成私人资本萎缩、官僚资产阶级形成、国有企业低效率、农业危机、以及政治独裁和家族化。最大的失误是在民间未成长出私人企业阶层 ,相反导致了官僚资产阶级的的畸形发展 。 The choice of nationalization by black African countries as an overall development propulsive force has been a historical strategic error. The result is withered private capital, formation of stratum in bureaucratic assets, low efficiency of state-owned enterprises, agricultural crisis and political dictatorship and familiarization. The biggest mistake is that there has not been any private civil entrepreneur stratum, but on the contrary, resulting in the lopsided development of stratum in bureaucratic assets, while the turning of industrial civilization into internal undertaking stratum has resulted in changes and dislocation.
