摘　　要： 通过研究现实中被广泛采用的招标方式——中间价中标,揭示其对报价策略、竞标企业之间合谋的影响。通过对中国招投标制度变迁的回顾,分析该种不为国际上广泛接受的招投标方式产生的初衷——提高工程质量、减少安全事故等的现实效果,以及由此必然产生的更为严重的影响——市场资源配置无效率和促进企业合谋。 This paper explores the Bid-Averaging Methods(BAMs) which are widely applied in China s construction projects procurement auctions. It analyses the bid strategies and collusion of bidders in procurment auctions applying the Bid-Averaging Methods. This paper also presents a review of history of procurment auctions institutions in China.
