摘 要: 研究目的:为农村居民点集约利用提供现实数据支持和政策支撑。研究方法:实地调研法、统计分析法和文献阅读法。研究结果:农村宅基地占居民点比例较小;户均拥有宅基地宗数较高,但每宗宅基地面积不大,闲置状况严重。农村居民点潜力存在易释放、应释放、可释放和难释放4种潜力形态。研究结论:农村居民点潜力释放应完善宅基地产权,赋予农户宅基地完整使用权,允许其自由流转;逐步实现宅基地的有偿使用,提高闲置成本;构建城乡住宅用地统一市场,实现农村宅基地的资产价值。 The purpose of the paper is to provide real data and policy supports for the intensive use of rural residential area. Methods employed include onsite investigation, statistic analysis and literature reading. The results show that: the proportion of housing land in rural settlements is very low; the numbers of housing plots every household owns is very big, but the plot area is limited and many housing land are idle.
