摘　　要： 改革开放后,中国逐渐形成一种新形态的发展型国家,具有发展主义、经济国家主义、地方政商合作、国家合作主义等特征。它在推动中国经济社会发展方面发挥了巨大作用,同时也生发了一些需要面对的问题。2002年以来,推动科学发展,促进社会和谐,日益成为中国经济社会发展的主题,中国开始了超越发展型国家的进程。但是,这一进程还远没有完成,它更加突出了超越发展型国家的必要性和紧迫性。超越发展型国家,需要建设公共服务型政府,全面构建社会政策体系;调整经济结构,重构政府与市场关系,培育公民社会,重构国家与社会关系;建立健全法治,在既定法理制度基础上实现政府、市场和公民社会之间的良性互动。 Since 1978,Chinese state had been forming a new style developmental state,with the character- istics of developmentalism,economic statism,the cooperation between government and business,and the state corporatism.While it played art important role in China s development,it also brought about many negative effects.After 2002,Chinese state had begun its process to go beyond the developmental state.
