摘　　要： 户籍制度是国家有关机关依法收集、确认、登记有关公民年龄、身份、住址等公民人口基本信息的法律制度,是国家对人口实行有效管理的一种必要手段。随着我国经济和社会的快速发展,特别是市场经济体制的逐步建立,户籍改革势不可挡。旨在探索建立有效的户籍管理制度,取消身份差别,尊重保障每一个人的基本人权,实现人人平等。 The household register system is a law system which is used by related national departments to collect,confirm and register basic information about the population that includes the age,identity and address.The system is a necessary measure that can manage the population effectively.Owing to the rapid development of our country's economy and society and the solidification of the market economy system,the reform of the household register system is imperative.This paper elaborates how to establish an effective household register system,abolish identity discrimination,respect and ensure basic human rights,and achieve equality among all the people.
