摘　　要： 高校新一代党外代表人物的培养问题,关乎我国党外代表人物政治交接的成败,关乎多党合作和政治协商制度能否长久、平稳贯彻落实,使党的领导方式和执政方式发挥更大的集智效应和凝聚功能。高素质新一代党外代表人物不会自然产生,必须依靠创建和运用高校新一代党外代表人物的培养机制。此培养机制包括培养目标、培养内容、培养的方式、途径与渠道、培养的组织与领导、培养的综合、动态与协调管理五个环节。这些环节,互相联系,有机配合,全面、科学、有机地运作,方可保证培养目标的实现。 The issue of developing college non-CPC(The Communist Party of China) personnel of the new generation plays a very important role in the successful transfer of politician non-CPC personnel,and in the lasting and smooth implementation of the system of multi-party cooperation and political consultation.With successfully developing college non-CPC personages of the new generation,CPC′s leading and governing style can bring greater effectiveness of collective wisdom and greater function of cohesion.The development of the new generation of high quality non-CPC personages must rely on the establishment and application of the mechanism for the development of college non-CPC personages.This mechanism includes five links:development objective;content;pattern and channel;organization and leader;comprehensive,dynamic and coordinative management.These 5 links should be related,coorperated and implemented effectively in order to guarantee success in developing college non-CPC personnel.
